It would stop everything that entered the cone, but would not stop wreckage from moving out from the sides or over the top.

Wreckage all over the place, and secondary crashes.

The Mack truck freezes. when it expires, it keeps moving. there is no crash of any sort.

Maybe if it didn't have a trailer, there wouldn't be any crash.
The truck wouldn't keep moving, it would stay still till someone got it started again. Yes, I'm treating the truck as a missile weapon, because that is basically what it would be.

I agree also, when you read the spell discription it's pretty clear how the spell works.
