There's a Necromancy spell to turn the caster into a vampire. they are not bound to an intelligence but can dominate weaker bound vampires and have fewer weaknesses to boot.

I would use Heroes Unlimited 2nd edition to create a Magically Bestowed Villain. No one ever said that the magic had to be a good thing. By choosing some vampire-themed super powers, one can create a convincing vampiric fiend. There is a Mega-Power called "Undead" which fits nicely. Best of all, you get to choose the elements of vampire lore that you like best. It's book legal, so the ruleslawyers won't complain.
If you aren't worried about being book legal, then you might as well just make it all up yourself and call it a new R.C.C.
