look at either BTS-2 or Dead Reign, both have these as professions

The Coalition War Campaign has what your looking for in the ISS OCC's.

Pg. 59 WB1: Vampire Kingdoms has a description of Ciudad Juarez's police. There you can find the different OCC involved as police agents.
