ok take a normal mage still must use ppe but must also have sand to work the spells .? thoughts

A Sand Mage would be a specialty mage like a mirror mage or a flesh sculptor or a laser mage. And Sang Magic would be Specialty magic.
Yes, I would make the spells PPE based.

ideas:
Shifting sands (minor): erases any tracks in the sand
quicksand: same idea as movie quicksand but w/o any water
wall of sand, pillar of sand: about the same as the ocean magic spells wall and pillar of water.
sand crypt: basically a Iron Maiden made out of sand
sand tsunami: a giant wave of sand that buries the targets.
Dome of sand: shelter from the sun and elements, or protection like the energy field spell
