if p.p.e is grater at the moment of death . what about when a baby is born ?

Normally human children have something like a 1d4x10 for their base PPE. While human teens have like 5d6 for their base PPE.
For the doubling @ death: it might be postulated that the extra PPE is from the energies bound up into abilities of the person, and the soul leaving the body unbinds those energies thus creating/setting free the energy.
