The Point of Stats??

You are on your own. The Army is MIA and our government is gone! There are no communications of any kind. Cities and towns have gone dark, and zombies fill the streets. The dead have risen and it would seem to be the end of the world. Help me, Mommy!

In DR, since your most common baddie is probably a zed, strength is the only stat that matters for them so your players are pretty well hosed if they haven't got a high PS, but if they selected the right skills they should be able to prepare and defend before the deadites ever arrive.

Obviously IQ becomes nothing more than a character descriptor if it is less that 16; ME is useless if under 16; MA also. Looking at the physical stats: PS can help break away in physical combat and you might be asked to make a "Strength Check" to bust a door down or perform some other feat of strength; Prowess is useless; PE gives you life after zero Hit Points; PB is, again, useless; and Spd tells how far you can move.

I'd say get any bonuses and then just keep your PS, PE, and Spd.

PB can be of great importance if trying to get something from the opposite sex.
OK, what is the base "Charm/Impress" percentile? I use a basic 20%, but that is my house rule, not anything official. There is no rule in any of the books that gives the "Base Skill Level."

Also, Spd comes in VERY handy when dealing with runners.

As said before, a GM will often make a stat roll when no other type of roll seems to apply. This makes all your stats handy. If you are just thinking of bonuses, then of course they will all be "useless" below 16.
Actually, I was only looking at the simple fact that Palladium has NEVER given us the base to which most of the Bonuses are applied. This makes ANY and ALL attributes that don't have a bonus useless.
