I would make it a PCC that controls robots or unoccupied borg bodies through a form of Tele-mechanics. Maybe using a radio carrier wave to be able to control the puppets at a distance. In a GitS like setting, with ubiquitous wi-fi connections, this would make the char be able to control the puppet just about anywhere. But that is just my idea.
