While statting out as fully as possible a Deevil Serpent as the main villain in a fast approaching game, I've come to his skills. Dyval lists the RCC skills for a Serpent and that they increase at 3% per level, my antagonist is going to be 10th.
The problem I have is that I can't readily tell what level the RCC skills listed start at e.g.
He will have Appraise Goods at 70%, Art 66% and Barter at 86%. Do I add 30% (3% x 10 levels) to these, maxing at 98%? Under Level of Experience it indicates that the average serpent is 1D4+3 levels (2D4+4 for kingpins). Should I take the average of that (5 or 8 ) as the base and work out the additional level bonus on top (extra 15%/6%)?
Any Ideas?

RCC skills start at level 1 unless stated otherwise, I believe. Level adjustment is just to show some kind of progression. If your villain is 10th level, I'd hope some of its skills would be capped by then, but that's just me.

This was my assumption too, but I wanted a second opinion. This NPC is more of a behind the scenes kind a guy at present (mostly a group of players new to Rifts) so his skill use might not even come up, though I hope to orchestrate a meeting between him and the group.

Greetings and Salutations. From what I can tell, the skills would be starting at level 1. In general, with things like that the skills are static and don't increase. Apparently Dyval changed that letting them increase (I can't find my book to confirm). So if using a quick one time villain it's probably not worrying about. For a main villain, go ahead and start it at level 1 (that would be my view on it). With that in mind, a quick math note ... it's only 27% (3% x 9 levels), because you don't start adding the bonus in untli level 2. Thank you for your time and patience, please have a nice day. Yeah, I think that's what's thrown me to be honest.

Ooops, day 1 maths fail
But yes, generic guys I don't bother with, only the main honcho or his top henchmen. It's amazing how many story seeds come out of statting up villains
