Depending on the GM, Heroes can be horror as well.... Aliens, After the bomb, **** man, anything can be horror.

Any game - HU, BtS, NB, N&SS, AD&D, Vampire, Werewolf, GURPS, Toon - could be horror based. All of them could not be horror based (I've been involved in some Toon RPG games that were truly off the wall). It all depends on the style the GM uses, what the players like to play, and how it all blends together.
That said, I think it's an apples to hand grenades comparison here. You can't just look at one specific aspect of a game and compare it to another. It's like comparing football to porn. They both may be good, but in completely different ways.
