On p.159 of Lone Star it states that Psi Stalkers get Robot Combat: Basic as an OCC skill. But they don't get pilot robots and power armor. Obviously this doesn't make much sense...
So what have you guys done...add the pilot skill, or take away the combat skill, and if so, replace it with what? (I would think replacing the combat skill with some other pilot skill would make most sense, personally.)
Also, in Psyscape, it says that a Psi-Nullifier can be a Psi-Stalker as well. Does that mean that the character would get the powers and abilities of both RCC's, or does one replace the other? Getting that many abilities would seem kind of munchkin to me, so I would think it should be one or the other, not both. But I am open to suggestions.

I use the Psi-Stalker OCC that is on RUE, which appears to not have Robot Combat: Basic listed as an OCC skill for either a Civilized or wild Psi-stalker.
As for your second question I wouldn’t let a psi-Stalker have the powers of a Psi-Nullifier, and vice versa. Basically the player will have to select one set of RCC powers or the other.

This was a question from the very first Rifts Main Book as several OCCs also had this issue. It took a while to figure it out sine Robot Armour were never as popular as Power Armours. The key is the crew number - robots can have multiple combat personel who are not the pilot.
If you are not a pilot and the Robot allows more than one crew memeber (i.e the pilot) then you can be inside using the combat systems utilizing the bonuses from the Robot combat skills without needing to be able to pilot the thing.

Well if Palladium had the insight to create a "Weapon Systems Operator" skill in the first place, and not hand it out to every other OCC, then we wouldn't have this problem.
I've created both a "Weapon Systems Operator" and a "Electronic Warfare Operator" for my robotech games which can easily be utlized in Rifts.

That makes a lot of sense. The other option would be to just use Weapon Systems and Read Sensory Insturments, or perhaps Surveillance Systems, or something similar, and restrict them by OCC, or not make them available as a secondary skill to everyone.
