I think your refering to attacks, good in theory bad in practice, what if a person uses a power blow or another attack that uses up two, everyone is on 4 and there now on 5 used.
Pen, paper, tally system has not failed me in 17 years!

I use a complex "seconds" system, where I count backwards from 15, and my players have a chart on their character sheet showing when and where their attacks are on it. If I say "second 14", and no one responds, I move on to "second 13", etc...
If they miss a second-count, then they miss their attack. I like it because it's no-longer my responsibility to make sure they get their actions, and it keeps idle chatter to a minimum as no one wants to miss an attack.
