No. It's not just the words, to learn from a scroll you have to /feel/ the magic as it flows out of the scroll and recognise the pattern. The words are meaningless, actually. a scroll can be in any language and with any words at all, and the spell is no different. It is the pattern of PPE in the spell and reading how it flows out that lets you learn it.
