N.P.C. Help Please...

If anyone knows where to find a list of N.P.C.s in the books I would do this research myself. Otherwise...
I'm looking for some help filling out my current campaign. It is a Rifts N.A. campaign set in the Midwest.
Coalition affiliation is irrelevant (except for two).
Time period is 110 PA (doesn't matter as I will adapt anyone from anywhen).
I need 10 NPC roles for recurring individual characters.
I also need 1 higher level Merc. group of about 4-6 (though could be more).
I'd use the actual NPCs from the books as they are if they fit or as a template if they are close.
I'm also open to alternate sources (websites?) besides the books.
Here's the list of what I'm looking for.
A high level Operator
A high level Coalition Officer
A Coalition Intelligence Agent (or Officer though not as high level as other Officer)
A Borg
A Special Forces Merc
A Psi-Stalker
A Native American OCC
A high level mage (any variety).
A Phaeton Juicer
A mid-high level Rogue Scholar
And a Mercenary group of mid-high level operating in the Midwest.
Any and all help with this is greatly appreciated. Thanks.

Operator - Hagan from revised Sourcebook 1, pg 90
CS Officer - there's several to choose from. There's 3-4 in Lone Star alone. I'd use Ivan Kalpov on pg 111
CS Intelligence Officer - Roger Collins from Lone Star, pg 114
Borg -
Special Forces Merc - Damien Crow, Rifts Mercenaries pg 54-55
Psi-Stalker - Vyuur Kly from Vampire Kingdoms pg 111
Native American - Sheriff Whispering Wind from New West pg 48
Mage - Devon Drilfraun from Vampire Kingdoms pg 77
Phaeton Juicer - Not a phaeton, but could use Cutter from Mercenaries pg 42
Rogue Scholar - Fineous Clydesworth from Vampire Kingdoms pg 76
Merc Group - Braddocks Bad Boys from Rifts Mercenaries, or Manheim's Man-Hunter's from Arzno pg 58 for a smaller group but you would need to add stats, only name, OCC and levels are listed. Just remember they are some real bad dudes, and yes I have insider knowledge on them.
(though I don't have their stats - sorry)

Wow. Thanks Dustin. Very awesome indeed. Now I can sleep a little easier. I have a campaign in development and my ideas are flowing faster than my ability to create characters or NPCs. I'll see what needs reworking (Hagan). This will save me a week's work at the least. Thanks again for the help.
If anyone else cares to add to or suggest other options I'll still be developing this for a while.

If you need a different Operator, then might want to try Martin Cotswoller from Merc Ops pg 41 - 13th lvl Operator
Likewise a different mage from Merc Ops could be Quinn 'Qualja - a 7th level D'Norr Devilman Lord Magus
