I might treat it as if the magical E. blasts followed one of the rules for the hero powers of the Energy Expulsion sub-set.

I always assumed that it was for spells like Electric Arc or sorcerous Fury that give ability to cast at will. In their case you would be able to create and throw two blast for every attack.
