Use the SDC based systems for classes and rules, then use the Rifts books for setting.

Since most SDC games give onyl a single number and not hit locations I do the following:
Add ALL hte locations up to get and that is the SDC. A UAR-1 Enforcer ends up with 1700 sdc or so, a Old Sam has about 1000 and old dead boy armous has about 380 sdc or so.
For AR I go with a formula of 5 + Main body MDC/50 for PA/Robots/Vehicles/MDC Creatures. UAR-1 Enforcer then gets an AR of 12 and hte Samas an AR of 10. I do however cap it a max of 18. For Body Armour I use the SDC equivalent as a basis. IE Dead Boy armour is like Class IV Hard Armour and gets AR 18, plastivc man get like 10, Gladiotr gets 16 or 17. Also remember body armour AR is not the same as PA/Robot/Vehicle/Creature AR
Oh as for weapons I multiply infantry weapons by 2, intermeidte weapons by 5 and heavy vehicle weapons by 10. Thus a C-12 rifle does 1d6x10/2d6x10 sdc, A Samas Rail gun does 5d4x10 sddc on a burst and a UAR-1 Enforcer Railgun does 1d6x100 sdc on a burst.
As for MDC creatures many of htem exist i other settings with SDC already, where they don;t just use MDCx3 and split it up as 1/3 HP and 2/3 SDC. IE BRokil have tyupicall 250 mdc. For sd purposes they woud have about 250 HP and 500 sdc. Using hte ARurles above they woudl have a Natural AR of 10.

Looking for "House Rules" not "Book Rules"

book rules in essence said convert on a 1-1 basis and an Enforcer woudl be equal to a 20th century tank even though the 20th century tanks in PB sdc games have 1000sdc or more....so I'd say they are useless

That wasn't presented as a rule, but as a "quick and dirty" easy conversion suggestion.
Thats about a far as any rule was given in that regard really.....

I Just use :
Palladium Fantasy (SDC Dragons already done for me in D&G, Magics, Rune Weapons, and more)
Heroes Unlimited (Power Armor, Bionics, Robots, Training Types, Super-Soldiers, etc...and more)
Nightbane
System Failure
I ignore RIFTS MDC completely. Instead using the SDC versions of stuff found in the books.
I try not to convert stuff. I will Build the SDC version of a Power Armor rather than convert it using HU2's Robotics rules.
Its best just not to convert. Just use the SDC rules found in the SDC settings (ignore conversion rules). RIFTS is good for Setting Fluff, but the MDC aspect is not needed at all. I can get the feeling of Powerful Magics, Technologies, Creatures, etc...in the SDC settings themselves without a need to convert anything.

I think you would need rules for AR (Armor Rating also)
In Rifts I dont use AR. Not even for plate armor.
If the armor and weapons are converted to SDC then the damage has to whittle down the SDC points normally.
