Too many questions. How did the owls create their helmets? Talons don't make good manipulators...
The helmets form magically from the power of the new Guardian's Courage (or Loyalty, or Faith, or Justice, or... whatever virtue the Guardians require) much like the objects formed by the Green Lantern's ring.
I don't really know, but it sounded good I thought.
