I believe thats your call.
I play that it goes unnoticed unless some high perception roll on the attacker who may be noticeably concentrating hard (imagine joey from Friends trying to divide).

This is something that's rather case by case. For the typical joe who fends off a psionic attack, I see it more as a sense of oddness, depending on what exactly was being attempted (if they stopped their mind being read, perhaps a sense of being watched, or bio-manipulation, a sense of malice / danger), but nothing concrete or something that would identify the 'attacker' outright. I give those accustomed to such acts (special training, experience, and other psionics) a more clear picture, or a chance to detect or find clues about the attacker (a color of their clothing, or a broad racial description, a Chinese man, or someone with brown hair, an image of glasses, etc). Allows for some fun hunts and wild chases. For untrained, Perception check of 16 - 20, trained, 10 - 14, highly trained / Psionics; 8-12 (Depends highly on the method of power used to what end, that's just basic ballpark).

I would argue that anyone who saves vs. psionics would have some awareness of what was going on. In some cases, for example, the psychic must be looking at the subject to engage in the use of his/her powers. In the case of a psychic saving against another psychic it is likely that the potential victim would know exactly what power is being directed at him/her.
