Is there a skill called Political Sciences or some such and what book is it in?

I do not believe so, they have Law in the GMG's guide which should cover that pretty well. Other than the whole sell your soul to get universal health care passed.

I think that is covered in
Poli-Sci 495 creative public relations.
As to a game skill, make it up.
off the top of my head.... Poli-Sci: 35%+4% per level (+1% per IQ point over 16, and +2% per MA point over 15, Family/mentor influence can add or subtract up 50% to any roll depending.)
This skill lets the char influence the outcome of elections and the 'horse-trading' done in the houses of power.
*A successful roll the char will be able to turn the election +/- 10% of the vote in any way with suitable resources.
*Or it will let the char be able to spin a scandal so it doesn't hurt his client. (with a roll of 01-03 the scandal will hurt the client's opponent.)
*Or convince the client's opponents to back the client, or the client's initiative/bill/act.

You could just call it Lore: Fill_In_The_Blanks.
"Lore" is a catch-all skill term.

Rifter #28 has a great article on introducing a political campaign into your games (article's geared towards HU2) and has all the relevant skills.
