Hat of Invisibility-- What type of Invisibility

The Hat of Invisibility from the Japan World Book... would you rule it is invisibility superior or invisibility simple, or could it be either one (both kind of invisibility hats are made)?

I would go with simple based on the standard rule if invisibility is stated it is simple for monsters.
