Some OCC's, Skills, and powers give skill bonus's in palladium, and some races do natively. In some games, certain Hand to Hand skills or martial arts also provide bonus's.
They are intended to be rare and few though. It's a design choice in palladium at large for init to be a tossup with minor bonus's here and there.
