Tickling?

Question for my crack team of Palladium Dudes and Dudettes...

Okay, I have a strange question that came up in game regarding tickling. Torture and pain are one thing, but the shocking sensation of someone tickling you is different. Does this need a saving throw as some people seem impervious to being tickled.
I'd say 14 or higher as being tickled by surprise almost always gets you. Perhaps you lose initiative, or are -5 to strike or dodge, or worse lose all attacks that round? Some people laugh and some people scream as it seems to really hurt them...
Any comments?

Check out the Demon Hunter OCC in Mystic China (pg 38). They have a blurb in there about Chinese Demons being vulnerable to tickling as a form of incapacitation and give some basic rules for employing it in combat. Might make a good jump off point.

I would have to say that tickling someone in combat would automatically fail unless it was some sort of spell or psychic power. But other wise I would treat it as a save vs. pain as far as the mechanics of the saves are concerned.
