Where's the beef?

what happened between 1st and 2nd edition to the wp bonuses? Looking at layout of the Blunt skill at 15th level you have a S+6, P+5, Thr+4. In the HU 2nd edition your total bonus for blunt is +4 SP. Anybody know why they changed it?
