Getting started.... A little help here please?
I had a room-mate skip out on me to join the army while owing large amounts to rent. He was an avid fan of Rifts, and had a very good sized collection. I have no idea where he got them because nobody within 250 miles sells Rifts books or any other palladium books either. Thats Nebraska for you... anyway, long story short, I now find myself owning nearly 50 books for a game I have never played. They sat in a box for a little over a year, until I got bored and cracked open the Ultimate Edition one day. I couldn't stop thinking of the story and so I checked on the world book for my area. And then another world book, and another.... until I decided to read them all in order. Ideas kept flowing for the wonderful storyline that was still left open enough for each GM to do whatever they wanted. I wound up creating my own halfway complete campaign that would still be flexible enough for whatever a group of players wanted to do, and I have been playing DND for about a decade now. I found a few guys who were willing to try something diffrent and we all set to work creating their chars. Everything was going swimmingly untill we actually got into combat.
The whole thing fell apart when the half crazed hobo who turned out to be a starving psi-stalker attacked the ley line walker pc, and the juicer decided to pull out his trusty lazer pistol and headshot his problem away. He rolled his dice and asked if he hit... I flip a few pages to double check.... and my book is missing page 361. Containing everything on ranged combat.... I had to stop right there (one of the worst places to stop) and try finding out how to shoot somebody... Can I get a quick recap please?

natural 1 is a miss 5 up hits in ranged combat. only wp bonus in ranged combat plus any modifiers from weapons. defender can roll with impact, or doge very few can parry fired rounds.

Thanks for the help on that one, but now I have a question. The mage took a serious hit from a laser and would have died, but he was outside of a body chop shop. So the group brought him in and paid for a partial convertion to a cyborg "Head hunter". What happens with all his skills, spells, and old equipment? or does he just roll up a new char with the same name?
Also, somebody found an RCC that they want to try (Scorpion Man from Pantheons of the Universe), but they want to be that race as a merc soldier. How do we roll that one up?

Look through the collection and see if you have the Rifts Bionics Sourcebook. IIRC, the answer is in there. He can keep the character and equipment. Skills are probably where things will be a bit different with some being frozen (unless he was still level 1), some probably going by the way-side, and some new ones being chosen.
I have to wonder, though, why Headhunter rather than getting massive bio-system replacements that don't hinder the magical abilities?

This would be covered in Conversion Book 1. Essentially, you'll use the racial abilities, S.D.C. (maybe M.D.C. in Rifts), attributes, etc. Mainly, it's the skills, equipment selection, etc. where you will use the O.C.C. rather than the R.C.C. Good luck to him, finding M.D. armor (if needed) is going to be rough... and expensive.

I agree that it can be an interesting twist. My first character was a full-conversion combat 'borg that had been a budding Leyline Walker before being the only survivor of an ambush. I mainly wanted to point out the option of bio-systems in case you guys weren't aware of them or KC was right and you had forgotten.

Heh, now he is really doing good with his role. A laser blast took out everything from his belly-button down. He is mourning the child he might have had (Not really, his char was kinda a jerk before this). But he is developing a real paternal attitude. If this keeps up as good as it has, I might have to find an orphan for him to take care of.... Hm... Chi-town Burbs have a lot of city rats that don't have anybody to look after them, and now the party doesn't have a mage anymore....
Anyway, I would like to thank everybody for their help again. I think we are going to be having a lot of fun.

First off, sorry to hear about the initial ordeal. Sucks that he skipped out on you like that. A friend of mine had a similar situation.
Secondly, very nice to make something out of it and turn it around. Rifts is a -fun- game. There are a couple things to consider when running it. It's a much more brutal game for players. Unlike in D&D where classes are actively softened to match well with another class, in Rifts you can have a tank and a foot soldier in the same party, basically. It's also hard for players to know what is and isn't a tank sometimes, so they have to build up an idea of who to push around and who not to. When to fight and when to run. Palladium is also notorious for disorganized books, so if you ever have a question on something, just hit up the forum.

Hey OP. Take it from a Army Paralegal. If he owes you money and you have a written contract. YOu should contact his recruiter and try and get his training companies phone number. If he owes you money and you have a contract. I believe you have just cause for them to take it from his pay and pay you. I know soldiers who have bill collectors call company commanders and the soldier never gets the money. He just sees "Debt Owed" on his pay stub and an amount of money. Hope this helps.

GM, I was trying to set up a smaller generator, I figure I will just charge 1 mill and hire 8 guys for a week or something... I figure if every robot, power armor, and vehicle can have a nuclear generator (Some of them for pretty cheap too) then a small one that will just power one building should be cheap too.

If I remember correctly, even a small power plant for a power armor is something like five million credits.

I checked the table of contents (and flipped through) the Rifts Conversion Book One (original and revised), but oddly didn't see them there (not sure why they were left out). Best book to find Kobold stats in is PFRPG pg 297-298. Simple conversions to rifts from there.

As far as the nuclear power plants, depending on where you are, very well could be cannibalized from heavier vehicles.
