TW instant casting?

I was just curious if the Techno-Wizard's spells, since cast through a focus, would require the same time constraints as other mages. I'm not sure if, with a lack of gesturing and speech components, that the TW's spells would take as long to cast. So would they be instant, or take less time(fewer melee rounds) than that of other mages or is it still the same?
Any thoughts on the matter would be appreciated, and any knowledge of official rules would be very welcome.

Any gesturing or incantations are ether window dressing hide behind or a crutch the mage use to help them manipulate their magic,respectively.
If it takes a spell to charge the TW item then it takes the rated time to cast the spell to charge the TW item.
If it just takes a PPE transfer then charging only takes 1 APM, no matter how much PPE is being transfered.

Ok, that would make sense.
I think most of the TW items seem to be activated by pumping in PPE, so those would only take 1 APM.
Whereas if he was simply using a laser pistol as a focus, without having designed it to be an actual TW item, then it would take the prescribed time.

Activated and
charged are two different things.
Activation is through ether a button/trigger (most TW stuff) or a mental command (thinking about the TW Swords).
