all spells can be rituals but they require items. what do you have them use for spell components? Have you seen a list of items? some examples from movies I have seen are eyes of newt or rats tails. I have not seen anything with the magical properties of Dragon part however.

To say things more correctly...
All spells can have a ritual variant.
IF that ritual variant needs 'spell components' it will be spelled out in the descriptive text.
Here is a topic that talks about different spell components.
You as the GM can impose spell component requirements as you see fit.
