What is the official word on how attacks/actions per melee are to be handled for NPCs published in Rifts books that pre-date the publishing of Rifts: Ultimate Edition? Do published NPCs gain +2 APM to be consistent with the new rules (as it seems some of them have been in more recently published books)? Or are they intended to remain the same? And importantly: does this apply to monsters too, or only those with a HTH skill?

I don't think that there is anything official on it.

I asked Kevin about vampires once, and he agreed that they should probably get +2 attacks to compensate.
This was before the revised Vampires book, though, so I'd say whatever's in there is more official.
