Leap Attack - Why?

Leap Attack, as it appears in HU2, is a single attack delivered against one target or an attack against two targets that the character can leap between, that takes up all of a character's attack actions for a round. It doesn't appear to be a critical strike and damage is standard for the melee attack that you choose to use with the maneuver.
Why would you ever do that? Is this an old attack that needs some revision? How would you change it?

Leap attacks use to be a Critical strike. It is also a knock down attack which means that the victim loses initiative and 1 mele' action.
I have used it as a surprise attack from above to moderate success.

It makes more sense after rereading Ninjas & Superspies. Leap Attack, Flying Kick, and a couple others were part of the optional combat distance rules. And, at the time, most mid-level characters only had around four attack actions per melee. Trading four actions for a move and a critical strike isn't too bad a trade off, I suppose. That also explains why it doesn't appear in Rifts Ultimate Edition; I can't see too many juicers trading off their eight attacks for it, no matter how cool it looks.

In the hi-tech world of Rifts a LOT of martial arts moves are useless or considerably less useful than pre-MDC settings. But things like leap attacks make sense in the Ninjas&Superspies universe as well as Heroes Unlimited.
As for Juicers in particular: as fast as they are I might add a special rule that says it only takes half of their attacks, minimum 3, maximum 5. Ditto any alien RCC's that happen to have equivalent speed and reflexes. In HU I might apply that to super fast and agile major abilities.

He doesn't play by the rules when he runs stuff. Of course he has no idea how they work out when, gasp, people actually do use the rules he printed.

Ambused by CS patrols? Leap Attack.
Stopping an assault? Leap Attack.
Stuck pickle jar lid? Leap Attack.
Little old lady needs help crossing the street? Leap Attack.
