Interesting NPCs

As a GM, I often try to come up with interesting NPCs to run with the PCs, especially when it's a small group. I plan on listing a number of NPCs here, complete with stats. If you have any that stand out for being odd, funny or just someone that made the party go, 'wha?' post em here.
I'll be posting a Mystic with a twist, two strange fairies and a fun Road Sentinel, more to come once they are up.

Many, a blind mystic-ninja who always ambushed the party with the specific intent to hit one of the characters over the head with his cane (the character being his son-in-law whom he did not like), a lizardmage with a soft spot for humans (Genocidal to others though), the Fay King who wielded a runic dagger of immense power (of course it's a great sword to him), who's village was on the back of an ancient wooly dragon, a powerful psionic who's insanity was contagious, a kindly old vampire who was a great listener and always had sage advice (assuming you where willing to donate a glass to drink!). Given my conversion work, stats would be rather meaningless.

Last week my players slew the vile Octoman Splynn loyalist Skharn forcing me to think up a new antagonist. Interestingly I am having a new player join my game. He is playing an Australian prone to exaggeration. And so... INTRODUCING DOCTOR BASTARDSTRO!
Once upon a time Doctor Henery Clemins was an independent scientist working with Mindwerks to perfect M.O.M. Believing he had made a fully functional M.O.M implant he presented it to Mindwerks but was shot down before preliminary testing could take place without being given any reason. Insistant that his design was flawless Henery surgically implanted the M.O.M unit into his own head. Maybe it was because he was already unstable, maybe his technology was flawed, or maybe it was just because no one, no matter how skilled, is going to have trouble performing brain surgery on themselves. Whatever the reason over the next several weeks Doctor Henery's personally was caniballized by the brilliance of DOCTOR BASTARDSTRO!!!
Doctor Bastardstro is a genius who as his name would imply is a bastard. He doesn't flush when a guest in your home, swirves to hit small animals or children playing in the street, and walks around during summer complaining about the heat. He takes what he wants or needs and will not pass up a chance to steal candy from children or pants someone on a date even if this might end up foiling his master plans.
What might be most disturbing about Bastardstro is that for all his madness and eccentricities he is utterly ruthless and often successful. Hearing of the fictional exploits of the player (and believing them to be true) Doctor Bastardstro has set out to capture him for use in his OMEGA-MAN augmentation experiment.
Before the PCs will be able to battle the good doctor they must first defeat his MEGA-JUICER PIXIE! (Who require but a fraction of the materials required to augment their man-sized counter parts). I plan to get as many disturbing and entertaining encounters out of him. Junkie Pixies are just the beginning of his genius plans!
Who would you say is your "worst" NPC? Lol

In heros, Sandra Lock, LLM, PhD who is sueing the character for collateral damage and broken laws. The characters didn't notice, that she is working for Deevil Lord's law firm.

Running Dead Reign, the players were on top of a church when they noticed movement in the bell tower. They over to look and found a crazy hermit living there in his fort made entirely of salvaged Bibles (he believed the Word of God made him invisible to Zombies) with all his salvaged stuff including his barrel of Toxic Waste as well as his supply of Jet Fuel.

I have a merchant in the Chi-Town Burbs named Flava Dave. His shop specializes in customizing weapons and armor not for practicality, but to make them look cooler. If you want spinning rims on your hoverbike, cool designs on your armor, or just some dumb shiny crap to wear around your neck, this is your guy. He's kind of a cross between Flavor Flav and J-Roc from Trailer Park Boys. He also has some ties to the Black Market and might help the party get in touch, if they can stand him long enough
