how do you use these implants?

specifically, the Reinforced Bones, spine, and skull from the bionics sourcebook. (pg32-33)
reinforced bones says 90 SDC per limb, the spine 80 sdc, and the skull 100 sdc. do you add these to the normal SDC/HP values of the character, or do you partition up those values into hit locations somehow?
similar question for the MDC version of these implants. since they are under the flesh of the character, how would you handle damage to the character?
please note that i'm looking for answers that don't require major houseruling of other parts of the game. i'm working on a character for a submission, so i don't want to get tied up with houserules.

I add it to the overall SDC of the character, however I don't use hit location except for called shots.

unless the character is a MDC creature their flesh being SDC is insignificant. Most MDC beings can't receive bionics.

Officially, humans only have one pool of SDC- it's not divided by location.
So the only legal option in the canon rules would be to add the SDC from these enhancements to the general SDC pool.

So the only legal option in the canon rules would be to add the SDC from these enhancements to the general SDC pool.
so a full skeletal reinforcement (SDC version) for you would add +450 SDC to their normal amount? 100 from the skull, 80 from the spine, 90 per arm and leg, and 90 from the ribcage*?
how would you run the MDC version?
*the ribcage doesn't have a specific value given, but i'd assume a reinforced ribcage would be at least as durable as a limb..

I'd do it all by location. MDC or otherwise.

Looking over the entry, no matter what the replacement, the effect is that if 50% of the bones have been replaced, the person gains +2d6+20 SDC.
So I have to reverse my previous decision: the only way that the 90 SDC (or x MDC) would come up is in a specific attempt to sever or smash the limb/body part affected.
It's a messed up description, that doesn't exactly make sense, but that seems to be how it would work.

no it's not, because it's just a human with its skeleton replaced or reinforced with MDC. the flesh and blood muscles and organs remain. and said flesh and blood is the exterior of the person.
seriously, read the entries in the bionics sourcebook, pg32 and 33. the MDC spine
is considered as a bionic implant (probably for purposes of record keeping and magic/psionic effect,) but it cannot be considered a full conversion borg, because "Full Conversion means the character is over 90% machine" (bionics sourcebook, pg77, paragraph one, line 3.). just upgrading the skeleton with MDC does not qualify as being 90% machine. in fact, given that the skeleton in question is not a machine in the
normal sense of the word, having an MDC skeleton implanted would not make you even a partial conversion cyborg. (partial conversion being defined on pg71 as the limbs being mechanical) and only the spine carries the "MDC version is considered a bionic implant" all the rest are just cybernetics.
on it's own, an MDC skeleton would basically count as Isolated Bionic augmentation (pg60). one bionic implant (the spine), and a number of cybernetic ones (skul, limbs, etc)
what i am interested in is "how do you run it if the person has the skeleton reinforcement, and nothing else?"

If a person with MDC Bionics in an SDC setting then nothing can harm the Bionics. If a person with MDC Bionics in an MDC setting takes any MDC damage his SDC flesh is destroyed in a flash with little effect on the MDC energy(remember it is 100 SDC to 1 MDC sort of).
