Best is a very subjective thing.
Are you asking for our favourite or most capable? If it is the latter, that also begs the question as to most capable at what?

Well I haven't actually played this character yet (his debut is this Sunday), I am hoping he will turn into my new favourite.
He is an Elf, Ancient Weapons Master - Archery Specialist.
Aside from being extremely awesome at Archery, he isn't overly special and I can't justify why but Ancient weapons seem to do it for me far more than modern weapons do.
I'm not going to post his stats - it is an online game and the players could easily read them here (I probably already said too much) and I think that sort of information should be learned in game.

My favorite Character was a Cyborg Shocktrooper with the Thunderstorm cyborg body.
We had his outer-armor remade using Chromium Alloy for x3 mdc protection.
We eventual replaced his Artillery Pack with a custom Dual Boomguns Pack with Contra-grav flight built into it to help make him more mobile.

My favorite character was a Rifts take on an HU Experiment superhuman named B-13.

I got the idea from watching Parkour videos like these:

I thought, "These are ordinary people. Imagine a superhuman Parkour Traceur!"
So I made one. I crafted him very carefully, however with two important goals in mind: First, that he be an SDC being and second, that he have a package of powers that while not necessarily maxxed out, represented a synergy that made him the best at what he does.

I ended up with six minors(allowable to HU experiments): Extraordinary Physical Prowess, Radar, Healing Factor, Lightning Reflexes(PU1), Heightened Sense of Balance(PU1) and Multi-Tasking(PU1).

For an OCC, I made him a City Rat. His background is that his father was a CHi-town scientist named Dr. Sydney Belle working on an experimental new form of human augmentation called 'Bionetics' which used nanotechnology to repair and improve existing tissues from the inside-out. After twelve failed human experiments that all died horrifically, the project was scrapped despite the vehement protests by Dr Belle that he knew what was wrong and could fix it. Months later, Dr Belle's 15 year old son, Sebastien Belle was grievously injured in an accident caused by an out of control SAMAS that was involved in chasing a rogue scholar through the streets of Chi-Town crashing into a group of pedestrians.

Sebastien's wounds were life-threatening and included damaged organs and his spinal cord severed in three places. Dissatisfied with the idea of his son becoming a full-conversion borg at fifteen to live a semblance of a normal life, Dr Belle stole materials from his defunct Bionetics project and secretly applied them to his son. The results were miraculous. In addition to making a full recovery, Sebastien Belle was blessed with augmented strength, durability and incredible reflexes. In addition, his superconductive nervous system radiates electromagnetic waves that bounce of solid structures and return. His brain interprets these patterns as a 360 degree awareness of his surroundings. Dr Belle had been right: The problem with Bionetics had been with augmenting the spinal cord. But as Sebastien's cord had been so grievously damaged, the nanites in his system had opted to replace and rebuild it with an entirely new one composed of the superconductive fibers they intended to augment an existing one.

Unfortunately, Dr Belle was arrested and charged with industrial espionage, theft and spying. He died in prison a year later. Sebastien Belle chose to use his abilities to become a 'Robin Hood' of sorts, stealing the only real commodity of value: Knowledge. He began stealing contraband books, videos and technical schematics from elites in the highest levels of the city an selling them for a fraction of their value in the Burbs to people who would spread the knowledge to the most people for their benefit. He took the identity of B-13 in order to protect himself and most importantly, the Chi-town citizenship that allowed him to come and go from the city as he pleased. It won't be long before B-13 becomes the most wanted man in Chi-town.

Stats are irrelevant anyone can crunch numbers.

To me you just said:

"My character is tough and strong" in the most uncreative way possible.

Go to PAGE 2 of the Super Robot thread (in this forum) and read Rasma's stats. My players were able to defeat that with the highest stat in the party being a Physical Endurance of 29 and the average stat being around 14. The most damaging weapon they had was a laser rifle on burst which did 6D6. The fact is in Palladium situation trumps high stats. Only an idiot combatant plays by the other guys rules. I'm not saying fight dirty, I'm saying fight smart.

My point here is that... look... there is a reason Batman is the only other Superhero that can reliably drop the man of steel. Think about it. Better yet help line my pocket and go buy Juistice League: Doom on DVD. :lol:

admit it... you're only not saying fight dirty so that if you ever go up against him, you can have the advantage by fighting dirty when he isn't :P

Though honestly my first instinct was to call him into the chat and school him with a vagabond or city rat so that he could learn for himself rather than me getting all preachy but I realized without a GM or it happening within an actual game there would have been no real point.

My character's name is Bo Levar, he is actually immune to tasers, fire, mind control, he can dodge and parry bullets and lasers and othe things all types of guns shoot. His only weekness is he's waaay to nice and trusting.

I am not trying to be nasty or mean or drive you away, just teach you something about what you yourself are actually capable of with a little consideration and forethought.

Bambi 'The Borg' Carruthers...Not so much a combat monster as a good balance of MDC, skill, and charisma(though his rail gun combo 'THumper' isn't anything to sneeze at).
I'm most proud of giving him a high MA (24) that he uses to convey the fact that despite being three meters of combat conversion he's a really NICE and TRUSTWORTHY guy.
He also has a professional-rating in cooking skill. This has been used on occasion to provide bribes to various guards, mages, and informants, as well as just make things more pleasant(hey, even if he doesn't have to eat much, he's going to ENJOY what little roughage he IS allowed in his diet).

This is a good example of a Palladium Player Character. He has personality, can contribute to the team in several different ways while still serving his primary function as a Combat Cyborg and he can do it all without needing to have over 10,000k MDC and a blakehole generator on his shoulder. More importantly the character has interesting quirks that the Game Master and other players can play off or otherwise give the character a firm sense of identity without simply being "the borg" of the group.

Well I don't rememeber a 100% cuz I made him years ago, but he was from
Heroes unlimited and he had super strength, and sonic speed and some eugenic stuff and some minor abilities. And he didnt do much with his life, before becoming a champion of light he dedicated his life to becoming stronger (much like atlas) and so he basically had all physical skills that bumbed him up. And people question me ALL the time how his stats got so high. And I really REALLY wish I rememebered how they got there exactly, sometimes I doubt it myself lol, but I assure you I don't cheat. He is 100% legit. I swear. I just cannot remember the details. He does however have the ability to play the bass guitar and sing very well at a skill level at about 87%. (he was in a band with a dragon juicer named Abel and a Pogtal giant named Grümmok). Also he had exploits where he met Sheaogorath, yes from Elder Scrolls IV: Oblivion, The Shivering Isle. But yeah I'm sorry I dont remember the details.

And people question me ALL the time how his stats got so high. And I really REALLY wish I rememebered how they got there exactly, sometimes I doubt it myself lol, but I assure you I don't cheat. He is 100% legit. I swear. I just cannot remember the details. He does however have the ability to play the bass guitar and sing very well at a skill level at about 87%. (he was in a band with a dragon juicer named Abel and a Pogtal giant named Grümmok). Also he had exploits where he met Sheaogorath, yes from Elder Scrolls IV: Oblivion, The Shivering Isle. But yeah I'm sorry I dont remember the details.

One of the best characters I've made as far as strength goes was an Altess Paratrooper / Space Fighter Pilot. She had the personality of a brick of rocks, but it was kind of fun playing a character right out of an episode of Venture Bro's. Ironically, despite having a fairly strong OCC and being one of the more powerful races, she was about on par with a CS heavy combat cyborg.

The character I've had the most fun playing as, however, was a human operator with expertise in military helicopters, hover vehicles, and tracked armored ground vehicles.
