Can a Ley Line Walker learn the Techno-Wizardry Construction Skill?

I would only allow it if the character changed OCCs (to a Techno-wizard) and had an appropriate instructor. Some of the special OCCs skills can be picked up by other OCCs, but it is mentioned which ones can take it and such outside of the automatic OCC. IMHO a skill like this is demanding (read high pre-requisites and time invested) which makes an OCC change necessary.

Official rules for changing OCCs in the Palladium System:

I would say no mostly because technowizards also have a specific mind set whihc would be hard to change form you average mages mind set it is almost liek changing your religion that you have been super devout to for your entire life.

As per strict canon: No.

If the gm allows it, yes.

I agree with ShadowLogan. I would allow it only as a OCC change. If your GM doesn't allow multi-classing, you are out of luck.

No, if they take multiple OCCs, then they are both a LLW and a TW.

You do not stop being OCC A when you start training OCC B.

Howeverm your GM will have to import changing class rules because there are none published for rifts.

No, flatline, the char changes class. Not 'be both'.
The char stops being class A and becomes class B.

That defies common sense for no justifiable reason. for instance, I didn't stop being a musician when I went to college for engineering.

Flipping through my books, the only one that gives rules for multiple classes is my 1st edition Palladium Fantasy and those rules, if applied to this situation, would certainly allow for a character that is both a LLW and a TW, although only one OCC is allowed to advance at any given point in time.

Did Palladium change their minds?

Maybe they did not want to be just like DND. *shrugs*

Class changing rules are in the bionics book as well. You would technically be both, but after a period of time, your skills (and probably your abilities from the original class as well) drop to half of what they were.
