Speaking outside of canon.
How would you go about making a Phantom from PW, that was a Magic user?
My idea is that they have to use gathered PPE, up to three times their HP/PPE base, to use magic. This PPE does not naturally replenish itself. If has to be actively gathered.
The other side of the coin would be that they could hold onto the PPE indefinitely.
