Ley Lines influences on mages

I just notice that the new main book does not state close proximity to Ley Lines and nexus influences like:
Being within two miles of line increase range and duration of spells 50%
Being within 200ft of nexsus triples range duration and damage etc
So these rule no longer apply?

IMO If they did not specificly change something from the RBM, then the rules as per the RMB are still in force. At least for those with a RMB.
They also left out the text for gathering PPE from people unknowingly. So the only rifts text covering said situation is the rifts text that covers the situation.

But what if it was left out because it was changed?
If it was changed, then there would be a stated change. Just having it 'not there' does not make a change. Things like leaving out the distance from a LL/LLN on the effects on magic, or the subection on drawing PPE out of people unawares points to sloppy editing. Not any change in the rules.
Or it was intentional to spark arguments to get buy the books to be able to read what was published themselves.

Magic is no longer enhanced when you are close to a Ley Line. However the power of
Mind Melters is because they have it specifically as an O.C.C. power. The Magic System was rewritten pretty much entirely. You could choose to use the old Rifts Mainbook rules if you like though. They're compatible, just not really a thing in the standard rules anymore.
As for taking PPE from unwitting subjects it is clearly stated in R:UE that the opponent resists this action which implies they are aware of it because they can CHOOSE not to. If no choice was involved it is safe to say that you could be a PPE Vampire and just drain everyone but now there is a saving throw and people are aware. Most Practitioners of Magic are more comfortable setting up rituals for gaining PPE anyway. Just draining it out of every person who you walk past until you are back at full PPE might be a simpler and "easier" way to do it from a mechanical point of view but that is something that most Mages would see as horrific, careless and crass. It would be akin to performing a minor spiritual rape on everyone you pass-by just for the sake of convenience. Plus, its poor Wizarding.

One of my copies of RUE doesn't have that sentance and one does. It is not in the first printing, but is in the fourth printing.

I think what people are missing is the old rules for being at the Ley Line which gave a 100% boost to range, duration, damage and being on a Nexus which gave a 200% boost. The old Rifts main book had all three rules but only one of them appeared in the R:UE.

There's no violation. There's nothing spiritual going on here. Collecting PPE from normal people is no different than removing a static charge from a cat during the winter or collecting the drops of water falling off of someone caught in the rain.
Having finally read that section of RUE, my conclusion is that its omission was simply a mistake. It's such a significant change to how things were before that if they'd done it on purpose there's no way they wouldn't have mentioned it and given their reasons for it.
