Little Mud Mound

I'm sure this has been brought up before, but I couldn't find it:
Can you summon a Little Mud Mound, take its PPE, send it back, and repeat?
If not, why not?

I have always let my players do it, I do belive there is a rule some where saying they can only take x amount from them though.
Food for thought: If a Air warlock cast Phantom, can the phantom then cast phantom footman? Since the phantom can cast all spells 1-4.

Your gm says yes, phantom can cast phantom footman.
