Anti-Magic Cloud (RUE version)

There is text in this version that makes creatures that are
Mega-damage due to magic
SDC instead. The thing is, this is rather ambiguous text. What exactly constitutes Mega-Damage due to magic? I have heard it said that this is all Mega-Damage beings, and I have heard it said this only applies to Creatures of Magic, and I have heard several variations in-between.
So I seek the opinion of the internets here, and based on what I read and the points made for or against an argument, I will decide how it will work in the game I am running.
Currently I am of the position that Creatures of Magic and some others are affected, and even some supernatural creatures (but here where should that line be drawn), but not Gods, or their Progeny (in my opinion Deities and/or those with deific origin should be one step above the average SN Being or Creature of Magic. Nor should it apply to Mega-Damage beings/creatures who are neither Supernatural or Magical. Like Dinosaurs, Grackle Tooth, rifted non-mega Superheroes, rifted Splicer Host Armours or Warmounts, etc.
Thoughts?

This would mean being transformed into an M.D.C. structure by a spell or other magic effect, such as Bio-Wizardry enhancement, Dragon Juicer augmentation, certain magic items, magic tattoos, etc.

Now do you mean it would only affect those beings, or those being in addition to Creatures of Magic, or others?

I'm not convinced that the spell should affect Creatures of Magic and Supernatural Beings, except to cancel their spells and special powers. I think they would be like Rune Weapons, retaining both their M.D.C. and their ability to inflict Mega Damage with unarmed attacks.

I would say that the spell's effects pertain to creatures that magically transform into MDC creatures in Rifts or any other such environment.
And since there aren't any listed exceptions to the spell's wording, I'd say that it pertains to each and every such creature, regardless of power level (which is why, in this Mega-Damage environment, I absolutely
hate that spell's effects under RUE).

Ok, so how do we know which creatures transform into MDC magically, and which ones have another source for their MDC?
One place to start is the conversion book. If it's in there and it becomes a MDC creature, it would get down-graded. Next would be if the creature's description said it was a CoM.
Honestly though I think Tinker Dragon has the best idea.

Anything that costs P.P.E. or uses magic to transform someone into M.D.C.
