Is there anything preventing Palladium, or a fan, from taking the spells and OCCs from that book and converting them to the PPE system for one of the Rifters? I know you can't do that with the characters because Palladium doesn't own those rights, but they should own the rights to the other stuff.

Good question, I think in a few if the later books they chose a couple of the spells and converted them to PPE (don't recall off the top of my head which ones). When I wrote the time travel Rifter I had to steer clear of anything that pertined to TMNT.

The Times Lords themselves originated in the comics, but I don't know about the spells.

The wizard spells of course came from PF and HU, so the time spells may very well have been Palladium originals as well.
