Regarding magic, it's hard to say. Unlike the Mystic, the Astral Mage is not explicitly stated to be incapable of learning spells beyond those gained with level advancement, yet, unlike many other magicians in the game, the class lacks a "learning new spells" entry to indicate how they can gain new spells. Elsewhere on this forum, there's a similar ongoing discussion about the Channeller.
Page 51 of Between the Shadows describes Astral Mages as "sorcerers who have forged a mystical link between themselves and the Astral Plane" (emphasis added), which suggests to me that they could learn spells the same way a Sorcerer does. On the other hand, it also says that they somehow derive their magical and psionic powers directly from the plane itself, similar to a Warlock and his Elemental Life Sign. My personal advice is to treat them like the Ley Line Rifter in RUE or the High Magus in Federation of Magic: their innate spells, that is the spells they gain with experience, are granted to them by outside forces, but they can still learn spells through research, buy spells from other mages, etc.
The other question is easy to answer: ALL magicians can use Sorcerous Proficiencies and Limitations.
