I thought it was in the swimming skill description: "A character can swim a distance equal to 3x his P.S. in yards/meters per melee. This pace can be maintained for a total of minutes equal to his P.E./endurance."
A billion years is too short a time to accomplish everything you can imagine, for imagination is infinite.

For the regular Swimming skill, speed is consistently listed as P.S. x 3 yards/meters per melee, and can be maintained for P.E. x 1 minutes (newer books) or P.E. x 1 melees (older books).
For Advanced Swimming/SCUBA, speed is variously given as P.S. x 2, P.S. x 4, and P.S. x 10 yards per melee, for a maximum duration variously given as P.E. x 1 minutes, P.E. x 4 minutes, and P.E. x 4 melees. Oddly enough, in some older books, SCUBA also gives a bonus to Spd. when in water.
