HU2 Power Use Question (My Players Don't Read This Please)

I have a player with water powers and electricity powers. He asked me tonight if he were to get someone wet and then use electricity on them would he get any bonuses to damage.

Initially I thought to myself yes but then began to think no. I think he should probably get a +2 to strike maybe? What do you guys think? I like that he is being creative with his powers.

I'd increase damage by 50%. That seems fair to me.

I like the bonus to hit idea better than bonus damage. What really comes to mind for me though is the ability to hit multiple targets, if they're all standing in a puddle or being drenched together. In those cases, I'd say to let it hit everyone but halve the damage - maybe even allow a save to further halve it again (14, 16 or 18 even). Also if playing this way he should be very wary of also hitting innocents, teamates, himself, and in general ever using his power on rainy days.

If the person were merely wet, I wouldn't give them any kind of bonus. People are already mostly water, and a little on the outside isn't going to help. In fact, it could decrease the damage from real electricity, arcing through some wet clothes easier than through the person- however electricity powers don't behave like 'real' electricity, so I wouldn't implement that either.

What I would allow for would be as a method for getting around protective armor, drenching the target in water could offer up some pass-through hits until the water burns off, depending on the type of protection.
