Does this phrase have any special meaning to spanish speaking mexicans?
Here are some of my thoughts on the subject,
First off, It would seem that this organization is either the remnants of the old mexico government or the remnants of mexican criminal cartels. Perhaps a combination of the two. Choosing this name for themselves gives them a certain mystique, that I feel a criminal organization could thrive on. However their descriptions give them a very official government feel. Perhaps they are criminals masquerading as a government.
Just some thoughts.
"criminals masquerading as a government' is as apt a description of Central American style Kleptocracy as i can think of. i'll have to remember the phrase.
