Need help with a custom OCC

I'm playing a PC (in development) in a TMNT/Hu2 style universe (only skills/tech up to the modern day). But as those 2 systems don't use OCC's I'm having a bit of trouble figuring out how to put one together. Which is why I'm posting this here. I'm hoping that some of you may have a Template or a set of house rules for creating your own OCC's. With that I humbly ask for your help. I only have 1 stipulation really. You can use any skill for any Palladium game system, so long as it exists in a current (real life) setting.
OCC Name: The Adventuring Professor/Scientist. (Not a conversion of our favorite fedora wearing archeologist, but a definite homage to his style)
Once I get it somewhat fleshed out I'll share it with you all for peer review/use. Thanks for all your input.

Nigel: "I say Bernard, did you see that badger they're splicing together for the archeology department? The little bugger smell quite peculiar"
Bernard: "A peculiar smelling badger? Well, one would expect a badger to have a bit of an odor."
Nigel: "But it's the oddest thing I tell you. It reminds me of old leather bound books, rich mahogany, and a dry dusty room that's been shut up for a dreadfully long time."
Bernard: "Archeology department you say? Isn't that where those chaps who watch those dreadful comedies and adventure movies from America work?"
Nigel: "Yes, now that you mention it."
Bernard: "Hmmph, quite right that."
