It's a yes. Chi magic is still magic and classed as such. There are a multitude of different philosophies in magic, but they are still magic.

Chi magic
Chi and PPE are two different energies. However, it is still magic so negate magic, disspell magic barriers, Anti-magic cloud will affect most chi magic normally.

Chi magic uses magic to shape Chi to give certain effects, but it's still PPE that's shaping and holding the Chi. If you negate magic, all the Chi your manipulating will loose shape and go back into the normal background flow

Not if you're casting Convert Chi to PPE, that can be done exclusively with Chi.
