It dosn't say, but given it'd be slightly heavier and less flexible, i'd say it takes a full melee round to put on properly.

If a biomancer wants to create a bioweapon that costs more PPE than he has, can he do it in several passes, as his PPE recovers?


Yes and No. It's not like item creation with a TW that can take place over weeks or months. on the other hand, the spell can be cast as a ritual, which allows for many people to participate, and to continuously draw from a ley line to do so.

How human are elves? Cant the two races crossbreed?


This is explicitly and unequivocally banned by the rules. humans and elves can never produce children no matter how many matings occur. genetically they are simply incompatible.

as to the first, yes. as to the second, depends on the culture of elf and the culture of human your talking about now dosn't it?

Yes, it takes 15 seconds, no they can't do anything else, yes they can be intterupted. Kind of a crappy weapon all around. but better than nothing.

The only way for someone to have human and elf parents is if they're a human and one of their parents goes into that magic circle in PF that turns you into an elf, but you'd still just be a human not a half-elf like in Errant Story.
