HtH Called/Aimed Strike Rules
I've searched the FAQ and can't really find the answer I'm looking for. I would appreciate your assistance.
I know/understand the rules for ranged combat. On a D20 a 5+ hits at close range, 8+ hits past close range (61 ft. +), 12+ is needed to strike a specific location. Everything that is NOT a called (specific location) strike hits the main body. (Please correct me if I'm wrong).
Now my understanding of Melee combat is as follows On a D20 a roll of 4 (Die roll plus bonus to strike) or greater hits the target. Now I'm assuming this is a body strike.
My question is, what do I have to Do and or Roll to hit a specific location on my opponent (anything that isn't center mass/main body) with a melee attack.

Yes, you can, unfortunately the rules arn't very clear on it. Just assume "it's possible and still requires penalties for small targets"

First thing you left out was "What Setting Are You Talking About?" I say this because the different settings have different numbers in the called shot area of the rules.
For a called shot ...
1) the player calls out what he is aiming for.
2) rolls the strike roll.
3) if the roll makes the called shot threshold then it hits the place that was called.
3.1) if the roll is below called shot threshold but above the min strike threshold then the shot hits the target's main body.
3.2) If the roll does not meet the min. strike roll it misses.
For a called shot ...

Setting..well All I've ever played was TMNT and HUr.
Okay, but what's the "threshold" I have to hit above? Is there a stated number somewhere or is it GM discretion?
Please remember these are HtH strikes I'm asking about. Not ranged weapons.

it's worth pointing out that with RUE and robotech 2nd ed, called shots now hit on a 8+, but instead use 2 attacks to do. and you can spend 3 attacks to do a called shot with an additional +2 to strike. both representing the fact your being more careful about your aim, thus spending a few extra seconds to aim.

The new ruling is absolutely uncoupled from reality.
It doesn't take extra time to line up a punch to the face, in fact, most punches to the face are taken opportunistically because the face is often easier to target than the body due to distance and the position of the target's limbs.
When using ranged weapons, shooting at the head/hand/whatever takes no more time than shooting at center of mass. The difficulty should be adjusted if the non-center-of-mass target is a more difficult target, but requiring extra time is a horrible ruling.

Glitterboy, while I appreciate your input I can't use those rules in a TMNT&OS setting. AT most a level 1 (RAW IIRC) PC can only have 3 attacks. 2 automatically and 1 from boxing (Oh I suppose you can get some extra from prehensile limbs or extra limbs in the case of an octopus). So doing a called strike (even with a +2) that costs 3 ApM would be entirely counter productive since I only have 2-3 ApM to begin with.
I have to say I agree with Flatline. Hitting the head or a specific body part would be harder to hit because of it's small size, but shouldn't take "longer" to hit.
Again, let me remind all posters that these are Hand to Hand/Melee strikes. Not attacks using any type of ranged/thrown/projectile weapon. The OP question refers to the required strike roll for punching, kicking, headbutting, biting, etc a specific body part rather than the main body/center mass.
