Making called shots to the head, eye, and other places.

I am trying to find the none RUE rules for target numbers to hit a target in the head, the eye, a hand and the like. I recall reading it in some book but just cannot find the rules now that I want them.

Anyone recall what these target numbers are and the penalties to hit them where? Also which book it was published in?

So one knows anything about these rules for called shots and their target numbers and penalties?

As i recall, a called shot requires a 12 or better to strike with any applicable strike bonuses. Penalties are applied to this target number based on the relative size of the specific target.
A shot to an arm or leg usually incurs a penalty of -2... still a relatively large target, though moving around quite a bit.
A shot to a hand or foot, is often around a -3. Getting smaller and more difficult to hit, plus there's the movement factor.
A shot to the head or the heart is often a -4 to strike. The heart is understandable due to it being a small target (We're talking about actually hitting the heart here, not just a general shot to the chest) The head, while a larger target than the foot or hand, is usually the first thing to move when someone pulls a gun (duck and cover!) The same penalty can also be applied to most of the more vital organs (lungs, kidneys, liver, etc.) as well as particular weak points in the body (knees, elbows, groin etc.)
Shooting someone in the eye is the most difficult of all requiring a called shot with a penalty of -5 or 6. This is a very tiny target located on a very fast moving area of the body that the victim is likely very desperately trying to protect.
As for where these numbers can be found... I can't recall off the top of my head, but the HU Modern Weapons Combat Rules seems like a good starting point.

Greetings and Salutations. Well, I know I included some rules for this in Rifter 45. However, as that's a Rifter, it's not official. I'm not sure if Palladium ever did much with this other than in RUE (same rules which appear in Splicers, and I'm guessing BtS2 and Dead Reign but I didn't double check to be sure). The next closest I can find is in RWB5: Triax on page 37 (second column). These rules could apply solely to the armor in quesetion and not general rules, but the next closest I can recall (and the source I used for the rules in Rifter 45). Anyways, I hope that helps. well, its -2 for a called shot. for an eye, finger, nose, etc I would probably bump it up to -5
The entire experiment may ultimately not work. But as Tiger Woods tears into the springbok, his mouth crimson with blood, he looks to have all the makings of a natural-born killer.

Rifter #30. Has all the rules you'll need to singling out things and penalties, for say shooting a spleen or the carotid artery. Very detailed hit location/aimed shot lists.
