Fixing the ever broken Psi-Healer

OK.. (pretty much) everyone agrees that the psi-healer is broken, and needs to be fixed... I searched, but couldn't find a topic posted about actual suggested fixes. So, to try to consolidate suggested ideas in one place... here we go.
Let's bring up ideas, and discuss freely. I'm pretty much a PF guy, but, all settings are encouraged to participate..
Ideas I've seen in various places
1) Cut the ISP cost in half for the healing powers
2) Remove Trances
