Ink Cloud... in water only?

So, I just received my copy of Lemuria today, and I was looking at the new biomancy spells. When I came across ink cloud, I noticed that it doesn't state that it's restricted to use in the water, but it is called ink cloud and is an ocean magic spell.

So, I'm inclined to believe it is only effective in water, but can be convinced otherwise.

Thoughts?

I'd reduce the area of effect by at least half if not in water. Maybe duration and penalties as well.

Since it also a Ocean magic spell it has to follow that concepts of Ocean Magic too. Therefor, it would only work in liquids.

Cast it in open air and you have a Puddle of Ink at best.
