You should realize most of those are NOT official answers. While many people will agree that taking a Zapper instead of a Burster is reasonable, that is still an opinion (and not canon). The FAQ, while sometimes our best option for such answers, can be horribly inaccurate.

No (by canon, and in my opinion). That's far less reasonable (in my opinion). Here's a few reasons why ...

1: Burster is a specialized P.C.C. with a very unique psychic power, and a few minor powers to compliment it. That's quite different than a Mind Melter.

2: You can't use the excuse that it came out after Pantheons, since Mind Melters (even if included in Psyscape again) were included in the original Rifts main book. Trying to claim that it's something new and something they couldn't have considered is just false, false, false. It was out before Pantheons, and just NOT included.

3: You don't get the R.C.C./P.C.C./Psychic O.C.C. skills regardless. You get their special abilities, but NOT their skills, equipment, money, etc. Note: As written, it can be argued in a rules lawyer way that you'd get all of those, but that's clearly an attempt to just rules lawyer and break the spirit/intent of what's written. By reading power #10, and even the first part of power #9, it's clear that only the "abilities" are meant to be granted.

I'd allow the Mind Melter powers, depending on the power level of the game you're playing.

Instead of choosing a the Ley Line Walker OCC then selecting Option #9 for super psionic powers, you should choose the Mind Melter OCC and then select Option #10 to gain all the abilities of a Ley Line Walker.

Usually for the Psi and Magic powers I am lenient about what class the power emulates. Just about Any Psychic Char. Class for the Psi power is up for grabs in my book. Even those from other settings.
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.

So create a demigod MindMelter and choose the magic option to gain LeyLine Walker abilities. Sure the skills are not as good but you will have the abilities you want.
