NS/NB Dopplegangers are detailed on pages 158-160 in the main book.
They are SN beings that whom's personalities and skills/level that reflect a person they mirror in the normal world.
I don't know all of what is written in the RCD cause what I did read, I found the NB text to be
munchkin pandering
. So I didn't read the rest figuring it was the same.

Does it have to be openly with the Night Lord like within a radius of the creature? Does that Avatar have to stay within thie area? Or can the creature set up a place of safety for the Night Lord before it arrives? I've been looking for some time for these answers on the FAQ and other boards but don't see anything, thanks for your time.
The stuff in Dark Conversions requirements--such as nightbane being anti-nightlord antibodies in humans and a few other mortal races, and the doppleganger requirement--have absolutely nothing to do with the actual nightbane setting and are not rules there. those rules are only excuses for putting nightlords and nightbane in other settings sinse Nightbane is a pretty isolated game with no real connection to the rest of the line.

I would of said
"flavor text".And are a part of the stupidity why I use the canon rifts conversion notes in the NB:MB and NB:BTS.

The Dark Conversion notes are more for a doing a Rifts Earth version of the whole Nightlands (and all that goes with it), rather than a regular conversion of Nightbane stuff into MDC settings.
An.. odd decision off-hand, but if you ever wanted to give Rifts its own version of that, well, then there you go.
