I would only say no in cases where a separate rate of fire is given, but I only recall seeing that for ANCIENT ranged weapons (like the bunch in N&SS and Mystic China) oddly enough.
Even then it's not that consistent. Much like spellcasting, Palladium seems to flip-flop on whether it's based on HtH attacks or whether you have an entirely separate attack pool.
